Challenge

Managing security and surveillance across a rapidly growing urban landscape presented several operational challenges. Pune and Pimpri-Chinchwad are among Maharashtra’s major industrial and educational hubs, with high population density, increasing traffic volumes, and evolving public safety requirements.

The authorities required a scalable surveillance infrastructure capable of providing real-time visibility across multiple locations while supporting law enforcement teams with actionable intelligence. The solution needed to address challenges such as monitoring high-risk areas, managing traffic violations, improving emergency response, and enabling efficient investigation support.

A key challenge was designing and implementing a highly available technology ecosystem across a large geographic area involving multiple stakeholders, including government departments, police authorities, municipal bodies, telecom providers, and infrastructure partners. The project required seamless integration of cameras, communication networks, video management platforms, analytics systems, and command centre operations.

Additionally, the infrastructure needed to ensure continuous operation in an outdoor environment while supporting large volumes of video data, real-time analytics, and secure transmission of information.

Scope

The Pune and Pimpri-Chinchwad City Surveillance Project was a landmark smart city initiative undertaken to enhance public safety, improve law enforcement capabilities, and enable real-time situational awareness through advanced surveillance technologies. The project was initiated by the Government of Maharashtra’s Home Department in coordination with the Pune Police Department, with Allied Digital serving as the Master Systems Integrator responsible for designing, implementing, and managing the end-to-end surveillance ecosystem.

Designed as one of the first large-scale pan-city surveillance initiatives in the country, the project aimed to transform traditional monitoring methods into a technology-driven security framework. The solution enabled continuous monitoring of critical locations across Pune and Pimpri-Chinchwad through a centralized Command & Control Centre, intelligent video analytics, Automatic Number Plate Recognition (ANPR), GIS-based monitoring, and a resilient communication network.

The initiative established a strong foundation for safer urban environments by enabling faster incident response, improved traffic management, enhanced crime prevention capabilities, and better coordination between law enforcement agencies and city authorities.

Solution

Allied Digital designed and implemented a comprehensive city surveillance ecosystem comprising advanced surveillance cameras, a centralized Command & Control Centre, intelligent video analytics, network infrastructure, and integrated monitoring solutions.

The solution included the deployment of more than 1,300 IP cameras across Pune and Pimpri-Chinchwad, covering critical junctions and strategic locations. The surveillance network incorporated fixed cameras, PTZ cameras, and Automatic Number Plate Recognition (ANPR) systems to enable real-time monitoring, vehicle identification, and automated detection of traffic-related violations.

Allied Digital established a centralized Command & Control Centre that provided law enforcement agencies with a unified view of city-wide surveillance feeds. The platform integrated GIS and GPS capabilities, enabling authorities to monitor incidents, track locations, and coordinate faster responses.

The project also leveraged intelligent video analytics to automatically detect events such as wrong-side driving, no-entry violations, and other traffic violations. Recorded video evidence with authentication capabilities supported investigations and could be presented for legal proceedings when required.

To ensure high availability and reliability, Allied Digital implemented a robust network backbone with optical fibre connectivity, resilient infrastructure design, and enterprise-grade technology components. The solution was supported through long-term operations and maintenance services to ensure continuous performance and operational efficiency.

Automation/Benefits

The Pune and Pimpri-Chinchwad City Surveillance Project significantly enhanced the capabilities of law enforcement agencies by providing real-time visibility, faster response mechanisms, and technology-driven intelligence for improved urban safety.
