Turning Vision into Vigilance: The Smart Backbone Behind Pune’s Safe City

Across the globe, urban centers are grappling with a dual reality—unprecedented growth and increasing complexity. With rising populations, mobility challenges, and heightened safety concerns, the demand for responsive governance has never been greater. Amidst this evolving landscape, a new opportunity has emerged: to harness technology not merely for control, but for anticipation and intelligence.

As a PMP®-certified project leader, I’ve had the privilege of overseeing several transformational surveillance infrastructure programs across India. One of the most impactful has been Pune’s City Surveillance (PCS) Project, where Allied Digital Services Limited played a pivotal role in redefining how a city perceives, understands, and secures itself. The PCS initiative is not just a technology deployment—it represents a strategic leap toward Cognitive Urbanism: cities that can think, adapt, and evolve.

Surveillance 1.0: From Deployment to Discipline

In 2015, Allied Digital was entrusted by the Government of Maharashtra - Home Department with Phase 1 of the PCS initiative. The objective was to deploy a robust surveillance grid of over 1,000 high-definition cameras—including PTZ, fixed, and ANPR units—across high-risk zones in Pune and Pimpri-Chinchwad.

However, the real challenge extended beyond installation. We had to architect a system capable of real-time data ingestion, analysis, and action. To this end, we developed a centralized Command & Control Center, built on Tier 3 data infrastructure and supported by a highly redundant MPLS-based optical fiber network.

Live video feeds were analyzed using an advanced Video Management System (VMS), layered with GIS intelligence, and routed seamlessly to local police stations, DCP offices, and the district collectorate.

Designing for Continuity: The O&M Mandate

Unlike conventional infrastructure projects, surveillance systems do not age gracefully—they require active operational management. During the five-year & extended 4  half years Operations & Maintenance (O&M) period, Allied Digital consistently maintained peak SLA performance, even as new threats, and public behaviors emerged.

We viewed surveillance as an actionable intelligence to respond to any critical occurrence that require immediate response. Our guiding principle was clear: Technology builds trust. Operational continuity sustains it.

Phase 2: From Surveillance to Civic Intelligence

In October 2024, based on the proven success of Phase 1, the Government of Maharashtra awarded Allied Digital the mandate for PCS Phase 2—an even more ambitious endeavor.

Scope Highlights:

  • 4000+ cameras in total of phase 1 & 2 deployed for 24x7 real time monitoring.
  • AI-enabled Command & Control Center
  • Data center expansion and modernization
  • Mobile surveillance vans with edge computing
  • UAV drones for real-time aerial intelligence
  • Pilot project at Bopdev Ghat, a high-risk corridor

This phase helped in ushering Pune into a new era of ambient urban security.

Global Lessons, Local Innovations

Having managed the PCS initiative through two complex phases, here are five key takeaways that every city leader and project manager should consider:

The Road Ahead: Toward Cognitive Urbanism

We are now exploring behavioral AI, federated threat learning, and ethics engines to build systems that not only see-but sense, interpret, and act responsibly.

Surveillance is no longer a passive tool. It has become an active civic capability. Pune’s journey proves that when public vision meets private execution—and when project leadership meets urban complexity—cities transform. Not just structurally, but strategically.
